Research On The Performance Evaluation Of Online Administrative Examination And Approval Based On Public Satisfaction

Building service-oriented government has become the basic objectives and directionof the administrative system in country. Building a scientific and reasonable performanceevaluation system of online administrative examination and approval need to learn from Westerncountries through relatively mature performance evaluation system and integrateservice-oriented government target mode. So this paper considers that the performanceevaluation of online administrative examination and approval requires to fit service-orientedgovernment property, as well as needs to integrate elements of the internal structure ofperformance appraisal system which is on the basis of service-oriented government.Therefore, this paper devotes to analyze the theoretical basis and practical basis ofonline administrative examination and approval based on democratic administrationtheory and new public management theory, to confirm the main body in the assessment ofmanagement system, to build the administrative examination and approval onlineperformance evaluation model which is based on public satisfaction, on the basis ofrelated research at home and abroad. This model includes security/privacy, trust,accessibility, awareness of public services and quality of public services. Then, this papermakes research hypothesis on the variables influencing public satisfaction, and conductsan empirical analysis on Wuhan government affairs service center. Finally, the empiricalresults show that accessibility, awareness of public services and quality of public servicessignificantly influence the public satisfaction, but security/privacy and trust is notsignificant. Based on this, the paper gives practical recommendations for the developmentof the online administrative approval service site. Including improving the attitude of thegovernment’s public service, and enhancing the degree of interaction between thegovernment and the public; meeting the public’s demand for basic use departure from thepublic point of view; making efforts to step up publicity to enhance the image of thegovernment; strengthening the supporting legal system construction.
