With the rapid development of the global economy, the energy demand is keeping onincreasing all around the world. So the global situation of energy is more and more serious. Inorder to assure energy security, many developed countries have constructed their oil reservesand established relevant legal system, which can pertect them from a possible disruption of oilsupplies. As a major developing country, China has also started on constructing our oilreserves. However, our legal system of oil reserves has not formed. This present situationbring a threat to our energy security. Based on the interpretations of the basic theory of legalsystem of oil reserves, this thesis makes an introduction of our existing laws which are relatedto oil reserves. By analysing of these laws, some defects in legislative design can be found.Drawing lessons from other developed countries’ legal systems of oil reserves, this thesisprovides some practicable suggestions for perfecting our legal systems of oil reserves.Specifically, the measures are as follows: firstly, we should make clear the basic principle oflegal systems of oil reserves. Secondly, we should enact some laws which are related to oilreserves, especially Oil Reserves Law, to establish a laws system. Thirdly, reasonable subjectshould be chose in our Oil Reserves Law. What’s more, in our legal systems of oil reserves,we should widen the channel of fund-raising. In addition, the management system of oilreserves must be strict. Lastly, supporting systems should be established. These measures allaim to establish our legal systems of oil reserves, so that it can guide and protect ourconstruction of oil reserves. As a result, a perfect legal systems of oil reserves can help Chinaachieve our energy security.
