“ For the government, only in person ”,people is the only active factor in the management, and it is undoubtedly the core issue of management for the people ' s management and incentive. To speed up the construction of service-oriented government, it is necessary to further improve the quality of leading cadres and government staff, and the most critical factor in the government's administrative efficiency is the quality of the civil servants and the ruling ability, directly determines the quality of government public management and public service. The basic level of government departments at the forefront of the administration, dealing with people is the most direct and the most often way. Therefore, it is very important to how to build the incentive mechanism effectively respond to the grass-roots civil servants according to the actual condition of the basic level, to fully mobilize the subjective initiative and creativity of the enthusiasm of the civil servants, to ensure the work efficiency and service quality of grass-roots government, in order to promote the transformation of government functions.At present, the key to the implementation of these strategies for “the new construction of the socialist countryside” and “the construction of beautiful rural” in our country mainly lies in the effective development of the most basic level government functions in the governmental organizations. Therefore, the quality of the grass-roots civil servants and the governing capacity determines the quality of government public administration and public service. Although China has established the incentive mechanism of the civil servants management which is suitable for China's national conditions, it has a significantly changes for the political, economic and cultural environment along with the social progress. This inevitably requires the public management department to make corresponding adjustments and changes for the administrative authority and management methods. How to motivate the grass-roots civil servants scientific and effective, to improve the administrative efficiency, and to promote the reform of the service-oriented government, through the research of domestic and foreign incentive theory literature, combined with the current situation of grass-roots government agencies and their work practice exploration.This paper is based on the perspective of building a service-oriented government, using the methods of systematic analysis, literature research, case analysis, theory and practice, combined with a case study of the China's actual condition and the present situation of grass-roots civil servants in Xingtai County, and to provide countermeasures and suggestions for improving the management incentive mechanism of the grass-roots civil servants from the perspective of the service-oriented government.
