Recently, with the rapid changes in the "new public management movement"and the rise of the social environment, the necessity and importance of governmentreform even more apparent. The new public management ideas to break therelationship between government and society under the traditional model, the publicadministration and public repositioning: The purpose of the public administration wasestablished as a public service, the civil service as a public sector managers to dealwith the public, and the public has a dual identity, not only for the government toprovide tax payers, or enjoy the "customers" of government services. The context inwhich the idea of a large field of public administration reform, building aservice-oriented government to become the economic development and socialenvironment adapt to market changes, strategic choices.The main service-oriented government civil servants, implement and play variousfunctions of government policies, depending on the attitude of civil servants, abilityand behavior. Administrative capacity and governance of civil servants, directlydetermines the efficiency and results, to a large extent influence the success or failureof government transformation. Under the premise of building a service-orientedgovernment, and the urgent need to establish a good civil service awareness, improvework ethic, enhance work efficiency. How to cultivate a clean, efficient, high-qualitycivil service, stimulate their creativity, decision-makers and government reform hasbecome the focus of academic research. The key is to solve this problem and improvethe civil service and improve incentives to stimulate enthusiasm and creativity of civilservants. Thus, the civil service government incentives Perspective study hasimportant theoretical and practical guiding significance.In the paper, the perspective of building a service-oriented government, usingsystems analysis, literature review, case analysis, a combination of inductive anddeductive analysis method. New public management theory and the theory of human resource-related incentives, incentives from domestic and foreign research results,combined with national condition and the situation of Henan to explore and research.The paper is divided into five parts: The first part outlines the researchbackground, significance, research methods and structural arrangements, researchincentives under review domestic and international civil servants about theservice-oriented government. The second part of the definition of the concept andfeatures of the service-oriented government, civil servants to explain the theory ofincentives. The third part, the use of case studies approach, analyzing the currentincentive mechanism situation of Henan province under civil service governmentenvironmental practices, and the reasons for the problems arising. The fourth part,combined with service-oriented government model characteristics and requirementsof its civil servants, improve and perfect the several proposed countermeasures andsuggestions Civil incentives. The fifth part, concluded: Under the guidance of newpublic management theory, based on national conditions, through the analysis ofrelevant incentive theory, the status of civil groups to study ways to motivate theintroduction of scientific and rational public administration sector, stimulate civilgroups the enthusiasm and creativity, but also a strong impetus to the process ofservice-oriented government reform.
