In the third Plenary Session of the 18 th CPC Central Committee, the party clearly put forward the requirements of building a service-oriented government. As the main body of building a service-oriented government, civil servants must sort out the basic ideas and ways of building a service-oriented government, and truly play a leading role, and comprehensively deepen the reform of the government and play a leading role. Under the policy of reform and opening to the outside world, gradually moving towards the deepening and the development of the socialist market economy condition means the traditional mode of government management has appeared problem, no longer meet the needs of rapid economic and social development of the urgent need for the government to accelerate the pace of reform, the positive transformation of government functions, and constantly improve the level of service. To improve the performance of the system, improve the incentive mechanism, in the process of building a service-oriented government, improve the enthusiasm of the work.Government departments should establish a people-oriented service concept, as the main body of the administrative organization and administrative power of the executive, its behavior affects the interests of the public directly. How to successfully build a complete set of facilities, and is suitable for the grass-roots civil servants incentive mechanism, so as to promote the majority of civil servants better to serve the people, so as to provide incorruptible, fair and efficient public service effect, can be said to be a particularly urgent task.In this paper, based on the perspective of service oriented government and many dimensions, this paper discusses the incentive mechanism of grassroots civil servants, in order to clarify the reasonable structure of grass-roots civil servants incentive mechanism. Due to the lack of control and supervision mechanisms, the defect management system in China’s administrative ecological environment, resulting in the grass-roots civil servants incentive mechanism in our country there are many problems in the reality of the specific operation, mainly for the lack of compensation incentive, promotion incentive rigid security, lack of effective incentive form and incentive measures useless. Based on the analysis of classical motivation theory, the selection of the Ningyang County of Tai’an City, the grass-roots civil servants as the research object, through the daily work to research visits in the form of a detailed understanding of the operation status of elements of grassroots civil servants in the county and the current incentive mechanism, combined with the specific circumstances to grasp, carefully designed the questionnaire, operation effect of incentive mechanism of civil servants are analyzed through the questionnaire Data analysis to find out the current prevalence of county and township streets of the civil service incentive mechanism problem, for many common problems, this article from the establishment of the idea of innovation, innovation incentive assessment methods, reasonable salary system, strengthen supervision, standardize procedures, strengthen the punishment of grass-roots civil servants training in six aspects of effective design, put forward the construction of service type the government culture, and constantly improve the scientific assessment of the strengthening of grassroots promotion of civil servants transparency, strengthen incentive effect, pay increasing rewards effect, the construction of learning organization and other effective measures, so as to realize the grass-roots civil servants of the people and the government and between the win-win.
