Service-oriented government is the goal and direction of China's administrative reform,and it is the requirement for the modernization of the country's governance system and governance capabilities.The service-oriented government requires grassroots civil servants to change their job orientation,change their work style,and implement the concept of service-oriented government in their work.Good for the public and the market to provide efficient and high quality public services.To build a service-oriented government,the main body lies in the first-line civil servants at the grass-roots level.They are in direct contact with the market and the public,and their ability and status directly influence the public's evaluation of the government.Through the research on the incentive mechanism for grassroots civil servants,we will explore more effective and practical incentive mechanisms for grassroots civil servants.Service-oriented government is a government that is efficient,rule of law,serves the people,and focuses on the participation of grass-roots civil servants.This puts forward new and higher requirements for grass-roots civil servants.It needs to encourage grass-roots civil servants to focus on providing the efficiency and quality of public services,and to provide service-oriented government.The "service concept","equality concept",and "efficiency concept" have penetrated into the work.At the same time,the service-oriented government has enriched the grass-roots government's incentive measures and introduced advanced experience in enterprise management,such as the appointment system for civil servants.The appointment system effectively solved the problem of insufficient incentives in the civil service and introduced competition mechanisms and contract mechanisms.JT Development Zone has implemented a full-time appointment system to resolve overstaffing,discomfort,and failure of incentives.It does not change the status of personnel.It employs posts and implements uniform pay.In addition,the development zone strives to rationalize the management mechanism,optimize the operation mechanism,implement post management,strengthen performance appraisal,introduce key performance indicator(KPI)and work task indicators(GS)to strengthen assessment management,and the three-level compensation system fully guarantees the interests of talents.Mobilize enthusiasm.In the fifth chapter,through a comparative study of the incentive mechanism of basic civil servants in Western countries,it was concluded that a scientific and reasonable,quantitative and detailed performance appraisal system should be established to ensure reasonable wage income and growth levels,and to adopt a flexible performance-based wage system and pluralism.Promotion method.At the end of the article,the reform measures for the incentive mechanism are presented.It is proposed that the concept of public service should be strengthened,business management experience should be introduced,a scientific assessment index system should be established,and the assessment process should be rigorous.A fair and equitable selection and employment mechanism must be established to rationalize the work flow and implement the list of powers.With the responsibility list system,establish a price compensation mechanism for wages,a reasonable income gap adjustment mechanism,and a normal salary growth mechanism.In addition,the grass-roots government must establish a personalized career development plan for grass-roots civil servants,attach importance to the development of young people,and establish a fault-tolerance mechanism while encouraging innovation.By studying the research on the incentive mechanism of civil servants at the basic level,we hope to change the current situation of grassroots civil servants' general lack of encouragement and better play the backbone of civil servants at the grassroots level,which is a great asset for the grassroots civil servants themselves and the society as a whole.
