Since the policy of the reform and opening started, China’s economy developed rapidly in rural areas. Diversification of the main governance structure has become a national reform and the direction of the implementation of the initial formation of the urban and rural grassroots governance. in order to enhance grassroots public goods and services as the core, government reform and residents should participate in the governance framework. It is important for rural residents to participate in community governance forms, to expand grassroots democracy, to build a moderately prosperous society. At present, China’s rural residents and cultural level is lower, social governance participation is weak, social organization develop slowly and lack of institutional balance,and lack of governance residents to participate in budget funds. In-depth study of the author intends to find a way to solve these problems on the basis of the social status of rural residents to participate in the governance.From this study, we analyzed the reality of rural residents to participate in community governance. Based on the status of rural residents to participate in community governance, according to the governance theory and democratic theory, analyzes the status of residents to participate in community governance, combined with domestic and foreign participation in governance of rural residents in several successful experiences of residents participation. identify constraints The main factors of social governance, and then propose solutions to the problems and suggestions to overcome the constraints. Given the deepening reform of rural residents to participate in the construction of rural grass-roots democracy and the special significance of governance, the study of social governance of rural residents to participate in the governance theory will enrich our rural communities, at the same time, help promote rural residents to take part in the practice of social diversification of governance and reform pilot selective reference. Integrated use of article literature analysis, empirical investigation and case studies and other research methods for rural residents to participate in community governance systems research. From a structural point of view, there are three main parts of the article.The first part is the analysis of the social reality of rural residents to participate in governance, starting with the micro and macro levels of analysis of the current situation, followed by lists of typical domestic model, and finally elaborate constraints of rural residents to participate in governance of factors, including the acquaintance of social capital, the supply of public goods lack of people’s cultural level is not high, lifestyle lag. The third part of the basis of the foregoing analysis, we propose suggestions to improve rural residents’ participation in social governance. From the perspective of institutional settings, there are(1) to improve residents to participate in governance mechanisms, such as the main coordinating diverse grass-roots party, local governments, community organizations and residents to participate;(2) to further strengthen the management of rural self-government organization, to guide residents norms of autonomy;(3) expand the residents involved in the field of governance, designed primarily to economic, political, cultural, ecological and other;(4) improve the coordination and supervision of local governments to improve the quantity and quality of public goods and services, and promote the participation of local governments and residents of way coordinated participation in governance; and(5) to strengthen the construction personnel, improve social governance.
