Career plateau is an important content of career management, often considered as the smaller possibility of further promotion and new knowledge and skill acquisition. After periods of hard work, civil servants are likely to fall into career plateau, resulting in decreased working enthusiasm, inferior job satisfaction, lower working efficiency and turnover rate increase, which having negative effect on life and work. Thus, career plateau has increasingly become a common concern of individual and organization and it is necessary to study on influence factors leading to career plateau. Only in this way can we better cope with the situation.The paper firstly puts forward hypothesis and designs a questionnaire consists of basic information(eight questions), career plateau status(eleven questions) and influence factors(twelve questions). Then, the paper researches variables respectively from extracting individual and organizational levels, career plateau structure adopts the three-dimensional structure that scholar Xie Baoguo proposed, including hierarchical plateau, content plateau and centralization plateau. And builds several models to analyze the influence factors on civil servants of local administrative organs by granting questionnaires and collecting data. Furthermore, the paper testifies the hypothesis and puts forward countermeasures with regard to the conclusion in order to make civil servants of local administrative organs face career plateau correctly and behave well.
