Since 1999, our country has entered the aging society, the aging of the population has been increasing, at the end of 2012, China’s elderly population over the age of 60 has reached0.194 billion, 2020 will reach 0.243 billion, in 2025 will exceed 0.3 billion. Speeding up the construction of social endowment service system,Continuing to meet the needs of the elderly is an urgent task to build a well-off society, is conducive to the protection of the rights of the elderly, sharing the fruits of reform and development, is conducive to stimulating consumption, expanding employment, to guarantee and improve people’s livelihood,promoting social harmony and the sustainable and healthy development of economy and society.In recent years, Fangzi district has increased the intensity of the service system for the aged society by strengthening the policy support, innovating working mechanism and strengthening service supervision and other measures, the construction of the pension system has get some progress, But because of the economic base of Fangzi district is poor, weak,some problems gradually appear. In order to solve these problems, and continuously meet the growing endowment service needs of the elderly, making the social old-age service system construction as guarantee and improve people’s livelihood, expanding domestic demand,increasing employment, an important force to promote economic transformation and upgrading.This paper is based on Fangzi District, referring to the existing research results, through the investigation and study, combined with my practical work experience, using comparative analysis, empirical, quantitative analysis, inductive method, expounds the present situation of the development zone of social endowment service system in Fangzi, analysing problems and reasons in the process of development, puting forward the next step Countermeasures of promoting Fangzi district social old-age service system construction in order to provide some reference for the local government.The basic problems of the construction of social endowment service system and related theory is the theoretical basis of this study. This paper describes the present situation of population aging in China, focusing on the construction of social endowment service system,and points out that the construction of social endowment service system includes home endowment institutions, community pension, endowment, and introduces the basic construction of social endowment service system theory, including the welfare pluralism theory, the theory of social support, ecological system theory, provides the theoretical basisfor this study.The problems are the foundation and base of construction area of social endowment service system. In this paper, combined with the local reality, putting forward the problems of the current existing social endowment service system, mainly the support policies, the slow development of small home care, old-age service team construction is lagging behind,management system mechanism of pension service is not perfect, how to seize the development opportunities and to solve these problems is the direction of future efforts.Putting forward the countermeasures and suggestions of Fangzi district social old-age service system is the ultimate goal of this paper. The region should be promulgated to speed up the construction of social endowment service system as soon as possible; we should further establish service system of home based, community based, agency for social endowment;accelerating the social endowment service system, standardization and information construction;constructing endowment service personnel.
