Located in the western part of Ordos city of the Inner Mongolia Autonomous Region, Otog Banner, with width of 188 kilometers east-west,209 kilometers long from north to south, owns the total land area of 20367.18 square kilometers (30550600 acres). Its total area of the natural grassland resource is 29623600 acres, and the total land area of 96.97%, is a typical banner of animal husbandry. Due to centuries of overgrazing, reclamation, and industrial economy development which started nearly half a century ago, the ecological environment of Otog Banner is now in growing deterioration. The development of economy has made the whole range of ecological function of Otog banner continue to decline, its ecological security threatened, water conservation and desertification control function of grassland degradated, and sandstorm raged. The deterioration of ecological environment has become the biggest bottleneck restricting economic development. In this regard, as the managers and leaders on environmental protection, the government of Otog Banner must improve its ecological functions, curb the momentum of development on grassland desertification, and protect the ecological barrier-grassland.In this paper, the author elaborates the meaning and significance of local government’s eco-accountability, introduces the status of the performance on eco-accountability of the government of Otog banner, finds the problems and analyzes the reasons during the performance of the local government’s eco-accountability, on the basis of which, learn some advanced experience from the domestic and foreign, then puts forward suggestions to fulfill the eco-accountability of the government of Otog banner. This will take a positive significance for the government to correctly understand and deal with the problems of protection of the ecological environment in the future.
