In the Third Plenary Session of the eighteen of the Communist Party of Chinese, Communist Party of China put forward the national reform general objective and general requirements of the reform of every field, that promoting the modernization of the national management system and management ability. Grassroots civil servants are the main body who carry out the public management policies of the government, the main power to build a service-oriented government in our country. They affect the status China’s grassroots governance and the future of the Chinese grassroots governance. The job responsibilities and tasks of grassroots civil servants are changing, as the changing of government function and the improvement of social expectation to civil servants. Meanwhile, the emotional problems of grassroots civil servants highlight increasingly, producing the problems such as job burnout, emotional exhaustion, which affect their physical and mental health, work efficiency and relationships. So the research of emotion management of grassroots civil servants has the vital significance.In this paper, we choose grassroots civil servants as the research object, then put forward empirical research model and hypothesis on the basis of combing, analyzing, summarizing and reviewing the related research achievements. This article points out that emotion management contains the emotional detection, emotional expression and emotion adjustment. We put forward the possible influence factors of emotion management as well. And we complete the final questionnaire and form the index system about the emotion management influencing factors of grassroots civil servants, through open questionnaire and interview method. Using SPSS and AMOS software to analysis and process 161 valid samples. Research hypothesis mainly includes two aspects, the first aspect is how the personal background influences grassroots civil servants’ emotion management and the degree of every level, the second aspect is how the social, personal, work, and organization factors influence the emotional management of grassroots civil servants.The empirical results show us that the level of emotion management of grassroots civil servants in Fuzhou is general, that education degree and the length of service have significant differences influence on emotion management of grassroots civil servants, that social factors, personal factors, work factors, and organization factors have a positive significant influence on the emotion management of grassroots civil servants. Furthermore the personal and organizational factors have a great effect on the emotional detection and the emotional expression, then society, individual and organizational factors have a great effect on the emotion adjustment. The grassroots civil servants choose different ways to emotion management. Based on the above findings, this article put forward the measures to strengthen the emotion management of grassroots civil servants from the social aspects, personal aspects, work aspects, and organization aspects. Firstly, establishing and perfecting the management mechanism of emotion, strengthening the social collaboration and support. Secondly, percepting emotion timely, expressing emotion reasonablely, adjusting emotion positively. Thirdly, improving amateur life and the workflow, and distributing the work reasonably. Finally, reforming the allocation, improving the training system, promotion system, work environment and the leadership style.
