With the historical development and social progress, people’s living standards greatly improved, more and more residents of leisure time, leisure culture on people’s way of life has become increasingly important impact. Therefore, the author through literature studies, field visits, questionnaires based approach to explore the status of Lu’an City, a community leisure and cultural life, leisure and cultural analysis of the significance of people’s lives, to find out people’s leisure and cultural presence in the community misunderstanding, and the actual situation, proposed a series of measures to develop reliable urban community leisure culture. I hope to help more people to establish the concept of healthy leisure and entertainment, so that leisure culture towards a positive and healthy direction.This paper consists of five parts:The first part is an introduction, introduces the background and significance of this, urban community leisure culture reviewed the literature and presented the status of the object and method of this study and research abroad.The second part introduces the community, community culture and urban leisure culture these concepts, then we introduced the community culture is important for community development.The third part in Lu’an City, a community for the study Status and Problems of leisure and cultural development of the urban community, the principal investigator of the age structure of respondents, education level, occupation, cultural and leisure content and.community residents community satisfaction with cultural facilities, etc, through the results of finishing the survey, summed up the characteristics of urban leisure and cultural life in the community inside.Gombined with the findings of the fourth part of a community of Lu’an City, the city community to explore the influencing factors of leisure and cultural development in five aspects, including the Urban Community internal management system is not perfect, the body is not clear, insufficient funding for community recreation and cultural construction, hardware poor facilities, community cultural workers talent shortage, inadequate laws and regulations, lack of planning and community development in five areas of macro.The fifth part introduces the countermeasures and suggestions of leisure and cultural development of the urban community. For the plight of the urban community recreation and cultural development, primarily from residents of the community to enhance the sense of belonging and a sense of responsibility, more channels to raise funds for construction of community culture, community and cultural focus on training professional construction workers, strengthen the government’s macro-leadership of the community culture construction, and improve the proposed construction of community recreation and cultural aspects of the city’s laws and regulations countermeasures.
