The Research Of Our Country’s Citizen Personality Mold Under The Perspective Of Deliberative Democracy

The Report of 18th CPC National Congress firstly proposed and systematically discussd that how to improve the system of deliberative democracy, it was the latest innovations of the Communist Party of China in the theory and practice on the issue of socialist democracy. Without democracy there could be no socialism and socialist modernization. However, our democratic process has been relatively slowly, it affected the construction of socialist modernization. The reason was that most citizen lack of positive participation in the process of democratic practice. It meant that they didn’t form citizen personality which the development of modern society needs. And deliberative democracy advocated that citizens should actively participate in public affairs. So when citizens took the participation as a habit, their subject consciousness and the unity of power and obligation consciousness would naturally create, they were also the basic contents and main embodiment of citizen personality. So the use and development of deliberative democracy would be good for promoting the establishment of citizen personality.In order to mold our country’s citizen personality under the perspective of deliberative democracy, firstly we should know and clear what was deliberative democracy and citizen personality, including the emergence and development of deliberative democracy, and its connotation and characteristics, and also its rich experience in our country, besides also the connotation of citizen and its related concept, the connotation and characteristics of citizen personality, structure of citizen personality. Secondly, we should clear deliberative democracy’s requirement and positive effect for citizen personality. Thirdly, we should aim at the main problem of our country’s citizen personality and analyze the reason. Finally, in order to model our citizen personality, we would analyze the experience of foreign citizens personality establishment in the democratic process, these country include America, England, Singapore. We hoped that it could give us some enlightenment. And then we pointed out the main way of our citizen personality establishment. In order to lay a solid economic foundation, we should constantly develop and perfect socialist market economy; we should also strengthen the construction of socialist democracy and the rule of law system and attach great importance to the system security; And then develop the participated civil culture and strengthen the social foundation construction; Finally we should pay attention to the role of civic education and improve the citizens’ political quality.
