As the rapid development of information technology, especially the integrating of computer technology and communication technology, we have entered an information era. With its powerful vitality, information technology is promoting the revolutionary reform of productivity, which inevitably will bring reformation to production relationship and social superstructure. Therefore governments of all countries attach great importance to electronic government (E-Government), the product of information technology, and China also witnesses an upsurge in implementing the Project on E-Government.Theoretically, by helping improve efficiency and reduce cost remarkably, E-Gov is sure to boost the government's ability to manage social affairs. However, whether information technology will play its due role effectively in government administration whether E-Gov will reflect the requirements set onto government performance by modern public administration and the concept of taking people as the foremost and really improve the efficiency in governments, depend on the construction of an advanced Government Performance Evaluation System with the characteristics of E-Gov. Otherwise, E-Gov will not live up to peoples` expectations with its costly construction, first-rate equipment but low efficiency and poor performance. With rapid development of E-Gov , it also brings some new problems. The topic that this text want to study is that how to use this new tool——E-Gov, to promote the efficiency of the government and evaluate the Government Performance.However, the status quo of China's E-Gov is far from satisfaction due to incomplete regulations for information and many problems in the process of information collection, processing and maintenance. One of the important reasons is the absence of an advanced E-Gov Performance Evaluation System with attendant characteristics of E-Gov.Therefore, this paper describes the development of E-Gov and the theory of DEA and practices of E-Gov Performance Evaluation with reference to the experience of before it turns to analyses the performance of provincial government's E-Gov, and brings forward some advice on the construction of provincial government's E-Gov.
