Institution is to provide public services and public products in our country’s public organizations. Business unit functions ranging from all aspects of social life in China, the business unit to provide quality and quantity of public products and public service directly affect people’s living standards. Institution reform is an important social change in China, is a continuation of our government system reform, the reform has had a huge impact on the development of our society.Institution hair toughness in the era of planned economy in our country, the central government to control all social resource allocation under the historical background, politics is, in government, business unit management system is fully referring to the management mode of party and government organs, institutions are as affiliated government agencies. Along with the further advance of reform and opening up, the planned economy system to market economic system gradually, the people of institutions to provide public products and public service quality and the quantity of demand is higher and higher, institution system reform.From 1992 classified party 14 big institution reform, institution system reform has experienced more than 20 years, a lot of achievements, institution classification management system gradually formed, institutions to establish scientific and reasonable job management system, business unit personnel employment system in comprehensive been reaches 90%, within the scope of business unit performance salary system in advance in an orderly way. At the same time, also appeared a lot of problems in the process of reform, such as business unit management chaos, institution surplus employees distributary channel is not smooth, single institution of sources of finance, repeated setting institution, business unit management mode of the security administration, institution of supervision mechanism is not sound, lack of constraint mechanism, etc., these problems influence the daily life of people, destroyed the social harmony, is not conducive to maintain and consolidate the achievements of institution system reform in our country.In 2014 the state council has promulgated the regulations on the business unit personnel management and the measures for occupational pension agencies and institutions and for deepening the reform of the management system of the business unit to guide the direction. Our country institution reform of the system with institution reform of the personnel management system as the core content. The business unit personnel management ordinance to the early stage of the business unit personnel management system reform in the form of law in the law to consolidate the achievements, and for the institution of law and policy basis was provided for the personnel management system reform. The measures for occupational pension agencies and institutions required to build occupational pension system, used to supplement the basic old-age insurance system, better workers retirement security institution, promote the system of pension reform, promoting the cause of the unit management system reform and transformation. Therefore, the study of institution reform of management system should be studied to the institutions of the personnel management system as the core contentAccording to the national bureau of statistics, quantity reaches to more than 130 public institutions of our country, the institution at the staff of 40 million, is an important public organizations in our society, the institution system of how to reform effect has had a huge impact on national political and economic development. So the study of institution reform of the system is very realistic. Scholars at home and abroad on the study of institution reform of management system current situation, most tend to the focus of the reform of institutions of the personnel management system management system of enterprises the description and analysis, and the rational analysis of institution reform measures, such as to cause the unit to the implementation of the employment, the establishment of the job management system, institutions such as performance-related pay pilot for text analysis, and policy interpretation, and for the latest enacted by the state council regulations on the business unit personnel management and the measures for occupational pension agencies and institutions less research. Innovation of this paper lies in:on the basis of existing research results, using text analysis and inductive deductive research methods on the content of the two policies and its function and meaning of institution reform of the system of interpretation, analysis, further deepening the reform of the institution system of path and try to make some comparative analysis and deductive induction, provide institution reform of the system must be targeted policy recommendations. At the same time because of the regulations on the management of personnel management and the measures for occupational pension agencies and institutions has just enacted soon, its function and meaning of institution reform of the system is not fully play out, fewer of the existing research results at home and abroad, this paper studies the shortcoming in most of the research is qualitative research, only through the policy of text interpretation and analysis of the institution reform of the system of achievement and came to the conclusion that the lack of adequate data, don’t have adequate quantitative analysis.
