In2009,Huhhot Huimin District started personnel system reform, the project units implemented employees system comprehensively, the characters of personnel system in project units turned to engage and recruit system, employee management converted into human resources management, meanwhile, Performance Appraisal (PA) played an important role in this process. Whereas, such as bonus and choose paragons etc., it cannot make the function of promotion but negative. How to assess employees’ performance? How to improve it? This is the problem which the project units should face to. There are many international project units that solve such issues by establish and consummate appraisal systems.therefore, this paper aim to find out the limitations of PA system and the problems while estimating. At the same time, it try to table proposals and supporting measures to accelerate PA become equity, further more, inspire the employees working positively then enhance the benefit of the whole units. |
