Civil service pay system is always the focus of public opinions. Every time, the adjustment and change of civil pay system will cause widespread concern opinion.On the one hand, public dissatisfied with the high-income civil servants. On the one hand, civil servants complain about their low-income. Civil service pay system has been plunged into the cycle of the parties to dissatisfaction. Design and Changes in civil service pay system has an important influence in stability and excitation of the civil service, the public’s attitude to the government, China’s political construction.For a long time, the designers of our Official Pay System often use a "low-wage orientation" attitude. Economic development and revenue maintained at a low level since 1949, at the same time huge financial support of officials influenced the design of the civil service compensation system. This influence not only results in low-income in the years of low economic growth, but also even in the rapid economic development today, civil service salaries levels are maintained at a low level. Subjectively, Government aim of to serve the people and the role of servants of the public also determines the design of the "low-wage the orientation". In addition, design of the civil service compensation system includes "High expectations" factor. The rapid economic development and increasing of finance in the new period require changing civil service salaries lagged behind economic development situation. Moreover, Official standard of occupational expectation and interest demands of civil servants request further improve the civil service wages.In the conflict of Design of "low-paid the orientation" and "high expectations", our civil service pay system faces many problems, such as conflicts between the basic salary of civil servants groups generally between rapid economic growth, because of the different regions and departments, the income gap between the civil service is to extent, the overflow of various unhealthy tendencies in the civil service and unconstrained consumption duties leads to public discontent. Under the contradictions and conflicts, establishing a rational civil service pay system is vital. Establishment of civil service salaries adjustment mechanism with the of economic development, the income gap within the civil service groups controlled within a reasonable range, in the new period of the fight against corruption and "rectification campaign",are included in the logic in Civil service pay system.Civil service salaries reform has far-reaching significance. The reform of civil service pay system should be balanced, and has comprehensive analysis. In the foreseeable future, only by the premise of full consideration of economic, financial, public opinions and other conditions, civil service salaries reform will advance in proper sequence.
