The Socialization Of Urban Pension Services And Transformationof Government Functions In Chongqing

With the changes of the population in the age structure, most of the counties have entered the aging society, the pension has become a common problem faced by all countries, service for aged caused social concern. Chongqing enter into the aging of population earlier in China. With the elderly population growing, making the rapidly expanding demand for endowment service, the phenomenon of aging, old before rich, empty nest appear. It brings huge challenges to the development of Chongqing. The traditional way of family pension is not the only option, pension services to socialization. From China’s reality, combined with the basic national conditions and learned from the successful experience of other countries and regions, gradually formed mainly home-based care, community based care, institutional care to complement the social pension service system, and has made great progress. For the study of social pension services, most experts and scholars are starting from a single pension mode, make current situation countermeasures, or the necessity of social pension based on supply and demand perspective. Whatever the social pension services to carry out, what is required ancillary services and support systems are inseparable from certain government actions and functions of play. And the construction of social pension service system also leads to the transformation of the government function, the government functions in the social pension service play an important role in the healthy development of pension services.This thesis takes Chongqing urban pension services as the research object. Through the survey of the current situation of Chongqing aging and different pension mode, analyze the reasons for the deviation and the government pension service functions performed. Discovered the existence of the concept of government polices and regulations are not perfect, functional transformation is not in place, the expenditure structure is irrational, single source of funds lack of media propaganda and other reasons, restricted the healthy development of Chongqing’s social pension service. For these deficiencies, the government should come into consideration in terms of improving institutional arrangements and changing functions, etc. This thesis is organized as follows:The introudction of this paper introduces the research background, purpose, significance, and elaborate research methods, innovation, and the inadequacy of the article.The first part of the review of existing research, based on the study of government function in the pension service socialization and deficiencies both in theory and actuality. First, starting from the theoretical basis of government pension, clearly the government’s pension liability; The second is to tease out the functions of the position the government pension service socialization from the many roles played by the government; Third, through analyzing the situation of the old-age urban service in government functions, it is concluded that the direction of the government function may in the social old-age urban service.The second part is an empirical analysis of Chongqing old-age urban service in transformation of government functions. The first is the analysis of current situation care services in Chongqing aging and socialization, found that the traditional family endowment, institution endowment and community endowment, retirement with house, and a new mode of endowment are common problem in the process of development. And points out that the government and the reasons for the deviation in the city pension service socialization functions performed.The third part, for improving the social service system for the old process, countermeasures and suggestions on the performance of the functions of government. Through a sound system of laws and regulations, increase financial input, perfect supervision mechanism, accelerate the talent cultivation and other community-based care services to achieve continuous operation.
