Research On The Reform Of Official Vehicle System In County Of Wujiang

With the development of society and economy, the government vehicle system which evolved from the planned economy era is revealing more and more drawbacks. Over the past 20 years, Explorations into government vehicle system from different levels of governmental departments have never ceased. So far, monetization vehicle application has become the main stream in government vehicle reform with extensive scope and long-lasting effect. Wujiang district in Suzhou started the monetization vehicle reform in 2005, canceled the government vehicles, provided public officials subsidies, and asked them to use private vehicles for public uses. The reform not only covers the party and government organs at all levels, the villages and towns but also public institutions and state-owned enterprises within the jurisdiction. Of all governments at county levels in Jiangsu, the reform of government vehicles in Wujiang takes a leading role with its thoroughness and persistence.This study has a relatively complete grasp of wujiang government vehicle reform in the recent ten years, based on which, researchers visit wujiang multiple units at the grass-roots level, detailed understanding of monetization reform after the implementation of public transport system, and did long-term research in government vehicle teams, interview relevant personnel and launched research on reservation of government vehicles.This article first defines the concept of government vehicle system, introduces the current academic research in this area, laying the foundation for the full text. And then a brief introduction to the government vehicle reform nationwide and elaborates measures taken by Wujiang government, pointing out its effects and drawbacks, and makes objective analysis of interest group, core link, regulatory approaches of Wujiang government vehicle systems with knowledge acquired during MPA study. The paper points out that problems like policy orientation dilemma, setting traffic subsidies as welfare, lack effective supervision, etc exit in the promotion of adjusted government vehicles monetization in Wujiang district. Also the paper introduces the practice of western developed countries on the government vehicles system and lessons we can draw from. Finally, based on the practice of county government, this paper puts forward suggestions of setting up scientific budget constraint mechanism, clarifying responsibility mechanism, perfecting the monetization subsidy system, enterprising government vehicles and launching supervision channels of application and management of government vehicles.The author is working as a staff in a government unit in charge of government vehicle reform in Wujiang. Via thorough study of detailed information accumulated in the recent decade in Wujiang, the paper makes an analysis of experience and problems in government vehicle reform and hopes the result to shed light on future work and provide decision reference for the healthy development of government vehicle system.
