In the past two decades, the B community in Z city was gradually built into a modern community because of the rebuilding policy of old villages. The old houses of the villagers are reconstructed into commercial residential buildings, and are managed by the property management agency uniformly. However, the process of building soft environment in community B which includes humanistic environment, relationships among residents and so on does not grow as fast as the improvement of its modernization. On the contrary, its development is stagnant, or even on the decline. To sum up, there are conflicts between the needs of residents and public services. Therefore, the strengths perspective is applied to the different stages of social work more and more widely. Combined the basis of the need assessment with the strengths perspective, the paper aims to dig out the advantages and potentials of the resident’s and their living environment which have been ignored for a long time, providing a full understanding of their needs, barriers, resources, advantages to help community B to become a community with unique character.On the foundation of studying the relevant research, the paper adopts the method which is connecting document research with field research, and uses the strengths perspective and the need assessment method. Treating the residents as the objects of study, the paper collects information by doing questionnaires, interviews, forums. What’s more, the author studies and reviews the existing literature in the community, then makes analysis about the various need of the senior group, the children group, the culture construction in community, the public service in community. Based on the results, the writer considers community B is abundant in advantages and resources, such as the inner motive, the attending willing, the economic foundation, and external advantages which includes politic environment, cultural environment, natural environment. In order to assist community B to have a steady development, and create a new style social governance, the administrators should explore the residents’potential and take full use of these advantages on the basis of the need of the resident.The strengths assessment or the need assessments are two different ways of forecasting. There is no superior or inferior, but how to pick out the appropriate one should be depending on the specific situation of the evaluation object. In this case, the writer thinksthat the strength assessment have the superiority in the application of the need assessment in urban community. Putting advantages of assessment and need assessment into systems analysis, and it will be benefit to lay a solid foundation in the early work. On the one hand, encouraging residents to attend assessments is the idea what the strengths perspective insists, so the proper intervention from workers which include social workers, investigators can inspire the initiative of the members of the community. On the other hand, the strengths assessment suggests that the services providers (social workers or investigators) should be considered as coaches who provide technical support to mentor residents to assess themselves, and residents are the masters. Therefore, the writer thinks that the strengths assessment has feasibility and applicability when evaluating the need assessment of urban community projects. Compared with the need assessment, it could be another important point.
