On Grassroots-level Cadres Cultivation In China

The state administration needs human resources and the key to it is cultivating talent. Since the establishment of new China, particularly after the reform and opening-up, with a series of relevant documents being released and measures implemented, China has made some achievements in cadre team construction. Yet in the new century, both the rapid economic, social and scientific development and the changes brought along with it have put forward further and higher requirements on leading cadres’comprehensive quality and ability. To cultivate and select at the grassroots level is an objective rule for cadres to develop, and also a basic way to stabilize and develop the whole cadre team. Therefore, cultivating grassroots cadres becomes more and more important.At present, there still exist some problems and shortages in cultivating cadres in our country, due to both historical and practical factors. By using such research methods as literature review, comparative analysis and case study, this paper targets cadre especially grassroots-level cadres in our country as the object for study, and cultivating grassroots-level cadres as the content for thought. On the basis of reviewing the history and present status, it takes section-level cadres fostering in Shanghai P district as a typical case to conduct the empirical research; by summarizing the current status and features of P district’s section-level posts and cadres, studying the measures and results of cultivation work, analyzing the existing problems and shortages and the causes, the paper attempts to propose some measures and advices for grassroots-level cadres cultivation work in P district and China at large.The case study of P district section-level cadres fostering has certain regional and group representation, and to some extent, it reflects the status of the whole cadre team construction, in particular grassroots-level cadres cultivation in our county; it also reflects the problems of the current cultivation work that its intensity and effectiveness are yet to be strengthened, and the content and supporting system of it are yet to be improved. Presently, our country is entering into a new period of economic and social development under the new leadership, which requires great efforts to be inject into ideology, practice and system development, so as to promote China’s cadres cultivation to be conducted in a more scientific, regulated and effective way.
