During last three decades, the protection and development about ecological environment in China became the focus among several disciplines. With the serious rural environmental problems, villages not only have to find ways to speed the economic growth and raise the incomes of villagers, but also have to find ways to protect and develop rural environment. More and more ENGOs were active in Chinese rural areas to cope with environmental problems, they cooperated with local government with a "Collaborative Governance" mode, and tried to cope with environmental problems and develop the economic standards in rural areas with their experience and skills. They emphasized the importance of their independence and avoided showing their political attitudes or preferences publicly to reduce conflicts and opposition in the domain of ideology with Chinese local governments.This thesis wants to do research about the roles, relations, and interactions between local governments, a grass-roots NGO and villagers in Yanhe Village, Hubei Province. It begins with the participation and collaboration about a grass-roots NGO called "Green Cross" in Yanhe Village. Through describing the whole process and different stages about the collaborative program in this village, the author want to do research about the roles, relations, and interactions between local governments, Green Cross and villagers in Yanhe Village, to analyze the advantages and disadvantages about collaborative governance in environmental areas, and to analyze the effectiveness and sustainability of this mode and explore an appropriate way for NGO’s development in China. How can the ENGO cooperate with local governments while keep its independence and right in the meantime? How did the Green Cross communicate with local governments and villagers? Are there any advantages or problems about this mode? How to expand this mode to other Chinese rural areas? Are there any possibilities or obstacles to expand this mode to other areas? All these problems are important issues needed to be analyzed in this thesis.
