For Japan, either to promote to solve the problem of the Northern Territory, or to maintain the stability in the external environment, Russia has always played a very important role. In December, 2012, after the second time that Abe Shinzo became Prime Minister of Japan, he committed to improve the relations between Japan and Russia, adjust the policies to Russia, and actively promote the two countries in various fields of communication.In this context, the two sides restart negotiations about territorial problem, establish the "2+2" dialogue mechanism, and continue to deepen cooperation in economic, energy, science and technology, culture and other areas. Abe has visited Russia twice in person, talked with President Putin in different occasions. The relations between the two countries is rapidly becoming "friendly". The reason why Abe administration pushed such a positive policy toward Russia, on the one hand is to promote the territorial problem solving, boost the economy and guarantee the supply of resources; on the other hand is to balance and expand the influence in the region, and stand on one’s own diplomacy, back to "normal state" identity. After the Ukraine crisis continues to ferment, Japan, under pressure from the west to impose sanctions on Russia, leading the relations between the two countries back to freeze. But in the long run, for their own interests, whether Japan or Russia, the subjective desire and objective demand to improve the relationship does not change. Based on this situation, it is of great significance to ensure national security, stability and sustainable development by observing the Japanese policy towards Russia’s attitude, analyzing the subtle changes in the relations between the two countries. This paper analyze the adjustment of Abe administration’s polices towards Russia, the reasons and effects, explore changes of the relations between the two countries, predict and respond to the re-emergence of the possible good condition.
