Since the reform and opening up, the rapid development of economic society in China causes rising prices and higher cost on housing, medical treatment and education. However, the overall income level of civil servants below county level is relatively low with slow amplification and large difference between areas and departments, which then leads to low compensation satisfaction, lazy works, low efficiency and serious brain drain. The civil servants below county level serve for the masses directly. Their working ability and personal quality will affect images of government departments. Their provided public service quality also determines whether China can transform government functions and construct a service-oriented government. The compensation incentive is the most direct and effective way to improve their working enthusiasm and initiatives. A scientific and reasonable civil servant compensation system is a necessary condition to guarantee an incorrupt, high-efficient and stable civil servant team, which will be beneficial to government administrative behaviors and national economy optimization. Therefore, it is quite important to optimize the current grass roots civil service compensation system.This paper took Lushi County of Henan Province as an example and combined theories relevant to compensation in HR management as well as development history of the civil servant system in China to analyze the current situation of civil servant compensation in Lushi County via the field investigation, questionnaire and quantitative analysis etc based on studies on the compensation system and performance appraisal system in developed countries. It can be concluded that the civil service compensation system in Lushi County is characterized by low compensation satisfaction, large income gap, not obvious incentive functions, formalistic assessment, narrow promotion space and serious brain drain etc. Later, this paper proposed to optimize the civil service compensation system below county level via accelerating legal construction, designing a scientific compensation structure, forming a flexible compensation system, conducting salary survey, improving the compensation adjustment system and promoting compensation openness & transparency by combining theoretical basis of HR management as well as enlightenment brought by advanced compensation systems in foreign countries after analyzing problems in the civil service compensation system in Lushi County.Finally, this paper put forward some supporting measures to implement optimization of the civil service compensation system below county level by combining national conditions and local situations in China.This paper has certain theoretical significance in constructing a civil service compensation system with Chinese characteristics, which can help to improve working enthusiasm and initiatives of civil servants below county level,attract and retain more outstanding talents in grass roots so as to improve government management and service abilities. More importantly,this paper can inhibit corruption to some degree with certain practical values in improving images of civil servant teams and public trust of governments.
