A Comparative Analysis Of The Civil Service Appraisal Systems Between U.S. Customs And Japan Customs

As an important part of the government public sector human resource management and performance management, Civil service appraisal has long been an project paid attention widely and researched deeply by governments around the world. Civil service appraisal system was combined and interacted by the system components of principle, purpose, content, standard, subject, procedure, method, etc. The construction of civil service appraisal system makes fairness, justice and objectivity as the starting point, strives to achieve the goal of accurate evaluation, common recognition and rational use of results. How to evaluate the effectiveness of apparisal system intuitively and accurately is the theoretical foundation for the construction of the appraisal system. This dissertation, referencing to the theories of public administration, uses comparative study and indicator anaylsis to research current civil service appraisal system of the U.S. Customs and the Japan Customs based on two dimensions of system components and analysis indicators. With the above research methods, this dissertation is to discuss the ideas of the construction of these two set of civil service appraisal systems, to investigate the influence of effectiveness of apparisal system by difference in detail, thus to evaluate the merits and demerits of the two sets, to sum up the experiences of appraisal system construction, and to verify the effectiveness of taking indicators analysis of appraisal system as an inspection tool.This dissertation is composed of six chapters, including introduction, four chapters of main sections and conclusion. The first part "introduction" mainly expounds the background and significance of the topic, introducing domestic and foreign theoretical achievement and research situation of comparative study of the civil service appraisal system in recent years, meanwhile, proposing the research idea, method and discussing structure of the article. The second part "theoretical basis and analysis indicators of the appraisal system" expounds the theoretical basis of research of construction of civil service appraisal system, introducing the indicator analysis that comparative study of civil service appraisal system needs. The third part "the historical development of appraisal system of the U.S. Customs and the Japan Customs" and the fourth part "the comparative study of appraisal system components" expounds the formation and development process of civil service appraisal system of the U.S. Customs and the Japan Customs, enumerating and analyzing the two sets of appraisal system components in common and different. The fifth part "the comparative study of the analysis indicators of appraisal system" applying the analysis indicators that introduced in the second part to carry on a deep comparative study and to reach a conclusion.
