Chinese government is committed to the "people-oriented" government reform. The "people-oriented " philosophy means to establish an administrative mode of service-oriented government when reflected in the management of the government. Apart from structural and institutional support, management methods and means innovation, our country must also strengthen our civil service and establish a service-oriented civil service team. In such a service-oriented government model, how to measure the work of civil servants and how to evaluate the work of the civil servants has also become a subject which is worth of studying. This article makes an effort to carry out an innovative exploration on civil service examination system by analysizing the problem of contemporary china's civil service examination and finding the causes of the problems, combining the service-oriented government which our country is making efforts to build, and also in the respect of our original assessment system.At this stage of our civil service examination,the major issues are as follows: examination procedures are not practical, the main evaluation is unitary, lack of motivation assessment, testing content too simple, and appraisal of the monitoring mechanism is not sound. These problems prevented the assessment of civil servants to be scientific, and also detrimental to the building of service-oriented government. In the above analysis, combined with the specific request of the civil service examination, which is needed by the service-oriented government building, this article takes an exploration of the civil service examination and refers the following solutions: establish a fair and just idea, create a special assessment indicators, update testing content, focusing on the scientific use of examination results. Through these studies to strengthen the civil service building and strengthening civil servants' work enthusiasm and initiative, to serve the people wholeheartedly. Meanwhile, complete the civil service examination system, insure the legitimate rights of civil servants, and eventually make the civil service examination system to match the service-oriented government building, to achieve the reform ideas of "people-oriented".
