Farmers’ Participation In The New Rural Communities’ Construction Through The Perspective Of Interest Relation

For years,as China has been subject to the system of totalitarian management model, the government has developed a way of thinking to make decisions for its people.It would rather try to think and deal with affairs from the perspective of its own than listen to the thoughts and ideas of farmers,which unconsciously formed such a thinking set as the tasks instructed by the leadership,planned by the the technical departments,scheduled by the administrative departments and completed by the peasant households.As a long-term object governed by the government,the farmers have gradually accustomed to their own decisions made and done by the government,which contributed to the loss of subject consciousness and right consciousness.Even the situation for participants has greatly improved,some farmers still have obscure or incorrect understanding on what is the meaning of participation,how to participate,what to participate and how much further they should reach after they become a part.This article will take Xinglong Village,located on the plain area of Central China,as a unit of analysis.The changes in the way of farmer’s participation in the building of new rural community will be inspected from the angle of interest and by the process of new rural community comstruction of Xinglong Village.By taking interests of various parties into consideration,the psychological changes of farmers in the Village has upgraded from the reluctant participation to active participation in the community construction.From the state of participation, we are able to figure out that the farmers experienced following three phases.First,in the initial stage of the construction,the farmers go from the indifferent response to passive participation.The new rural community construction was promoted by the integration of the demand of farmers and govenment policy.At the beginning,the reason for people’s reluctant participation to the construction is exactly due to dissatisfaction of the ecnomic interests.Second,driven by the interests,it is a rational option for farmers to be guided to become a part rather than only being a passive participation.The farmers pursue the currency maximization while the government seek the effectiveness of the allocation of public resources.When the conflict of personal interests and public interests arises,they are conferred with rights to coordinate the conflict,being guided in participating in the construction. Third,based on the farmers own demand,they have become active in the involvement of caring public affairs,managing public facilities and maintaining public environment.In this period of time,the farmers have seen themselves as a part of the community where they live together,gradually developing into a interest community.As the common pursuit of the shared interetsts, Farmer’s zeal in participating in the construction has been enormously improved,changing into active attitude toward the community construction.In the process of new rural community constrction,people’s attitude changing from the indifferent one to the finally active one has greatly demonstrated that how much further the farmer will participate in is closely associated with the interests.The article aims to address the core issues of how do farmers involve in the construction of the rural community, what changes have taken place in the people’s object,way and content toward the constrction,and what is the relation between the interests and the depth of the involvement.The article has made a conclusion through the inspection to the new rural community construction of Xinglong Village:interests are the foundamental drive for the farmers to involve in the construction.People’s participation,in nature,is closely associated with their own interests.Regarding the matter that has irrelevant interests to the farmers,they are intended to be mobilized to participated in. That means,mobilized by the government and village committee,Farmers simply receive the transmitted information.When the matter has a little interests to them,they are inclined to be guided to participate in.That means,on the basis of respecting their own will,the government would protect their material interests,secure their democratic rights,consistently guide the farmers to be a part of the matter. When the matter has lots of interets to them, they are more likely to become active to be involved.In this period, due to the public interests has high correlation with the individual interests, the farmers have seen themselves as a part of the community, active involving into the public affairs of the village.From the current situation, the process of new rural community construction in China have faced many problems. Xinglong village’s new rural community construction case tells us that peasants participation depends on the relevant interests. And when the benefit correlation is stronger,the farmers’ participation enthusiasm is higher. To promote the new rural construction and development of the community, we should guarantee the farmers’ economic, political, and social benefit, and improve the ability of the participation of farmers.
