With the speeding up of China’s economy and the rapid development of city urbanization, China’s city is facing some problems such as sharp increasing in urban population, large population flow, complication of population structure, insufficient infrastructure,and so on.The existence of these problems puts forward higher request to the city management,the traditional city management mode can no longer be effective to solve these problems,only through the innovation of social management to explore a new management mode can fundamentally get rid of the plight of city management.Among them, the community is one of the basic units of city management, and the key of the city management,At the same time,it has a lot of problems and it’s difficult to manage,The management of community has fundamental significance for the city management.Therefore, this article from the perspective of social management innovation,according to the successful experience of double butt in the drum building area industrial and commercial bureau official’s branch,the thought that the government functional departments participate in community management in the form of cooperation with community organizations is introduced into the community management. And combine my summer internship experience in nanjing Cheng XianJie community, through the construction of the new mode of community autonomy and the functions of the government management, improving the government functional departments and community management institutions, the resource utilization of the functional departments closely with residents and community agencies closely linked, so as to improve the community autonomy ability and the service ability.Firstly, This paper simply introduces the policy and the system background of China’s current social management innovation, then focues on the analysis of grid management mode which is widespread used in China’s city community, and the advantages and shortcomings of the grid management. Leading to the successful experience of double butt in the drum building area industrial and commercial bureau official’s branch, and collecting a large of data and cases of the pattern in the community management innovation. combined with some cases I involved,then makes a detail analysis of the process and significance of fusion analysis of community autonomy management and government departments. The article is not restricted to community autonomy management and effective integration of government functions and management, on the basis of successful experience, putting forward the community autonomous management and multiple functional departments of the government management to achieve effective integration. And for the effective integration of community autonomy and the functions of the government management in the process of the organizational structure, guarantee mechanism and so on need to key construction is briefly analyzed, so that the community autonomous management and the functions of the government management integration model can obtain the bigger development space and play a greater role in the benefit of the state and society.
