The development of economy and the service ability of government interact witheach other. With the development of Guangde County, the demands for the better civilservants accompanied. All levels of servants form the human resource team and it hasdirect impact in the quality of government service. In recent years, our governmentadvocates the transition of government function. We need to transfer to theservice-oriented and efficient government and this transformation directly depends onthe construction of the civil servant team. There exist lots of discussion on thecompetencies, abilities and team construction of civil servants. However, theperformance assessment is the backbone of the whole human resource teamconstruction. The appraisal quality directly affects the improvement and the quality ofthe whole civil servants. Upon performance appraisal, there exist a lot of problems inpractice.Based on this background, this paper put forward a new perspective. We canlearn from the advanced experience from developed countries for reference andresearch on how to improve the competencies of the Guangde County governmentconstruction.Firstly, this article interprets the related core concepts, reviews the recentresearch on this topic and puts forward the structure and content. Secondly, based onthe questionnaire of civil servants, we analyze the current problems in performanceappraisal and the deep reasons of this situation. Thirdly, this article chooses someadvanced countries, such as American, Britain and Singapore, as examples to analyzethe advanced experience. Fourthly, this article makes some suggestions to optimizethe Guangde County government construction mainly from the performance appraisalconcepts, mechanism of operation guarantee of civil servants appraisal. Lastly, thisarticle points out the future research direction and explain the limitations.
