At present, China is in a period of economic and social transformation,various social contradictions continue to emerge, the factors affecting social harmony and stability are emerging, the workload of the police organization is growing. This contradiction is from "the ratio" and other related data of our country in the series of police gap is relatively large. Taking into account the financial support capability of the government and other reasons, it is almost impossible to solve this problem once and for all. In practice, the police organization often through the "overtime, hire civilian police, auxiliary police" and other means to solve the problem of imbalance between supply and demand of police human resources. These strategies are only temporary, but they have been used for a long time, which brings a lot of harm. In the long run, the official police overtime can only be a short time measures, and the emergence of civilian police and auxiliary police to the police law enforcement standardization challenges, and comprehensively promote the rule of law in accordance with the idea of good. Therefore, to seek a long-term use, with a strategic and gradual strategy to solve the problem of police human resources, which is the problem that this paper wants to study.In recent years have scholars from the angle of police human resource strategy and planning, the problem of imbalance between supply and demand of human resources in police, were studied, in close connection with the police human resources strategy and to put forward suggestions to solve this problem by applying the human resources planning.The in domestic research based, combined with the related theory of human resource management, analysis our country police organizations to implement human resource planning of the external macro environment and internal micro environment,on the management of human resource planning method for reference, constructing scientific police human resources planning system, proposed to strengthen the position of Police Organization Analysis, clear police work situation and tasks,establishing the police information system of human resources, improve the preparation of management system, perfect auxiliary police officers and other relevant system and improving the police organization human resource planning system is proposed.
