Study On Countermeasures About The Participation Of Trade Union In Urban Community Management Under The New Situation

Our country is now in social transition period from having only adequate food and clothing to moderate levels of income.City community as the most basic organizational system of the city is a microcosm of the society, is the boiding point of works, the concentrated reflection of public opinion points and the guarantee of social stability, and the first line for the people.Trade unions is not only the most important social and political groups and the important social pillar of the state, but also the bridge and the link to the CPC and worker masses. The Union’s participation in urban community management is innovation of theory about urban community management under the socialist market economy, which is helpful to guide city community management,which is an important part for building socialism with Chinese characteristics.Society dissolve into the state under the planned economy system., urban residents enjoyed national welfare policy different from the country under the "totalitarianism" mode of government, there is a huge gap between urban and rural areas in terms of social services. Since the reform and development, the development of China’s urban community construction and service roughly experienced three different stages.The first stage, from the reform and opening up to the1980s, stressing community service had been stressed constantly; The second stage, from last phase of1980s to the beginning of the century, community service relied on community organization construction; The third stage, since the turn of the century, the social management has been strengthened, community service on the basis of community organizations and social management is becoming more and more perfect. At present, China’s urban community management has the following problems:first, the functional authority of community service is not clear; Second, the degree of legalization about community management and service level s inadequate;Third, community workers’professional quality need to rise; Fourth, community service is facing a shortage of funds; Fifth, integration of community resources is not enough.Union’s participation in urban community management is an important means of the CPC’s ruling center which has been moved down, embodies the development trend of diversification about community service,which is the inevitable requirement of social transformation to expand trade union functions. With the development of Chinese trade unions and the advancement of urbanization, the union’s participation in urban community management has achieved remarkable results.However, urban community construction still has several problems:insufficient coverage of trade unions, function adjustment is necessary, the rigid way of working become a mere formality. We can found its reason in the understanding, organization construction and the old ways of work.In this paper, with the actual situation about union participation in urban community management of jining city as the typical case, we analyse the pros and cons in combination of universality and particularity of the way and perspective, promote the development of trade unions to participate in the urban community construction perfectly, seek countermeasures of job promotion from the perspectives of system, system and mechanism:establish the system construction of trade union’s participation in urban community management Perfect the construction of information service mechanism which is helpful to urban community residents; establish and improve the mechanism of voluntary service in urban community.
