At the same time, aseries of group events happened because of the violent change of the social interest structureand kinds of contradictions were raised and some of it became acute rapidly. All of this wasbrought a huge challenge for the government to maintaining and managing public orders ofcity.As a kind of Public infrastructure, NIMBY (Not In My Back Yard) was resisted byresidents who was living around the NIMBY in its initial built time, this was call CityNIMBY Confliction or NIMBY group events. City NIMBY Confliction was not only acommon international problem in industrial society, but related to many areas like Politics,Economics, and Ecology and so on, it refers to highly attention that resident to thesurroundings. The rising amount of City NIMBY Confliction was put a brake on city’sdevelopment of city, also it against the city’s governance. With the gradual open-up of regime,the continued progress of the civil society and the enhancement of environmental awareness,City NIMBY Confliction was erupted in almost every cities and province in recent years. So,it was necessary to take a deeper explore on the reasons, developing situation of City NIMBYConfliction which was help to solve the problem about NIMBY location choose and offersome feasible suggestion to the City NIMBY Confliction for government.How to govern the problem well? It was a complicated question. Firstly, this paper givesa clear definition of City NIMBY Confliction on the basis of summarizing forefather’sresearch results, and then does a deep analysis of the common character and the cause of CityNIMBY Confliction, and all of that is provided basic theory for further research. This paperused case method to analysis a typical case of City NIMBY Confliction--the citizen in PanyuDistrict, Guangzhou province opposed the construction of a garbage incinerator. Through adynamic analysis on the process of the event, it could summarize three stage of City NIMBY Confliction, that is, latency stage, action stage and developmental stage. The behavior ofdifferent interested parties in different stage caused different results. The flaw of governmentactions, the widely distribute of people opinion, the lake of coordination force and theirrational political participation of general public were the problems in the process of CityNIMBY Confliction which made to govern it more difficult. But with reflections on theseaspects will help to come forward more suggestions to govern City NIMBY Confliction. Thispaper also introduced a cross-regional collaboration in Taiwan as a successful experience forthe governance of Chinese City NIMBY Confliction.
