The NIMBY Confliction And Governance

With the accelerating process of urbanization and the continuous improvement of residents’ living standards,"garbage siege" has become a problem that every city has to face in its development,as well as one of the obstacles to economic and social development.Based on the current domestic waste treatment methods,the most circular and economical treatment method is undoubtedly the construction of waste incineration power plant with a certain scale of treatment capacity.However,with the enhancement of citizens’ awareness of environmental protection and the diversification of expression methods,the "NIMBY" conflicts frequently occur in the construction of many waste incineration power plants in China,which has a serious hindering effect on promoting the harmless disposal of waste.Therefore,the purpose of this paper is to analyze the causes of "NIMBY phenomenon" in waste incineration power plants and propose corresponding solutionsTaking Foshan garbage incineration power plant as an example,this paper makes a comprehensive analysis of neighborhood avoidance conflict from the perspective of public management,and puts forward the means and methods of how to solve neighborhood avoidance conflict.Taking foshan municipal solid waste incineration power plant as an example,this paper makes a comprehensive analysis of the "NIMBY conflict" from the perspective of public management,and proposes the means and methods to solve the "NIMBY conflict".The thesis consists of five chapters:The first chapter is the introduction,which mainly introduces the research background,research status,research significance,research methods,possible innovation and research limitations.The second chapter is the core concept and research support theory.Firstly,relevant concepts of "NIMBY" are explored theoretically.By sorting out theoretical knowledge and reviewing the research status at home and abroad,the theoretical findings of this paper are put forward.Chapter three analyzes the "NIMBY conflict" incident of foshan municipal solid waste incineration power plant,and analyzes and briefly comments on the background,development process and results of "NIMBY conflict" cases encountered in the construction process of waste incineration power plant.Chapter four analyzes the causes of "NIMBY conflict" in foshan municipal refuse incineration power plant,and discusses it from the perspectives of the government,the public and enterprises.The fifth chapter is the analysis of the countermeasures to "NIMBY conflict".The government level mainly includes changing the decision-making concept,introducing the citizen participation mechanism,improving the government information disclosure,strengthening the demonstration role of the government,improving the laws related to nimby facilities,and strengthening the governance awareness of risk identification and prevention.At the public level,the improvement of interest expression ability,improvement of compensation mechanism,reasonable choice of means and correct guidance of information are the main measures.At the enterprise level,information disclosure,regular visits,technological innovation and upgrading,standardized operation and management,and creating an open and transparent corporate culture are the main aspects.Finally,summarize and refine the research conclusions of this paper,including the main conclusions and research shortcomings.
