Thirty-six years since the reform and opening up,either in theory or in practice, ourParty and people have realized economic development, democracy, reform, and spiritualcivilization are equally important and indispensable. The arguments about the issue of "threerural" or building a new socialist countryside are interlinked. The grand goal of new socialistcountryside construction is to develop new rural economy to achieve "productiondevelopment, well-off life," while focusing on environmental protection to achieve "cleanvillage", beautiful scenery; it should promote spiritual civilization everywhere to have "ruralcivilization," colorful cultural life; more importantly, it should go hand in building socialistpolitical civilization to achieve truly "managed democracy."Only material civilization, spiritual civilization and political civilization get harmoniousdevelopment, may "three rural" issue well be resolved. Only solve these problems, a newsocialist countryside, can achieve a harmonious and healthy development. Report of theparty’s18summarizes new rural construction achievements since the Seventeenth, points outthe enhanced coordination of regional development and rural, rural comprehensive reformdeepening and rural grassroots democracy evolving. The next few years, we promote ruraldevelopment to form new relations between industry and agriculture, urban and township,new workers and peasants, integrated urban and rural. We also improve the autonomy ofgrassroots mechanisms vibrant grass-roots party leadership to expand the orderlyparticipation, promote information disclosure, strengthen the procedure of consultation, focuson strengthening the supervision of power, broaden the scope, and richen in content and form.We protect the people to enjoy more and more democratic rights, play all kinds of grass-rootsorganizations to achieve democracy combination of government and grassroots.Zhangjiakou City is not only an important part of central economic region of Beijing,Tianjin and Hebei, and is the western regional transportation hub of the Beijing-Tianjin area.However, limited by the geographic, political, military and other factors, Zhangjiakou City’opening up began in1995. And it is indeed much later in the eastern coastal region and it is atthe lower level of the overall economy. Zhangjiakou City’ rural development lags behind the national average. This paper attempts to provide theoretical research at home and abroad tofocus on building grassroots democracy and the rule of Zhangjiakou City in accordance withthe policy-oriented by the CPC Central Committee and the State Council to promote theimplementation of the democratic rights of farmers and the construction of new ruralZhangjiakou City. This paper uses the field survey and literature analysis to collect data andinformation related to papers, and analyze,arrange and summarize the materials. On theresearch of results through academic research on party and state documents and academicnetworks, newspapers and other books, it forms the main article theoretical sources toenhance the persuasiveness of the study.This paper analyzes the history and current status of the construction of grass-rootsdemocracy and the rule of Zhangjiakou City. After the reforms, the historical process ofgrassroots democracy of Zhangjiakou can be divided into three stages: The1980s initialreform stage;1990s deepening reform stage;21century legalization of villager autonomystage.Main results obtained in Zhangjiakou rural grassroots democracy are the furtherpromotion of Construction of the democratic rule of law in rural areas and Enrichment ofelection campaign dominated in the election mode and villagers’ committee’s democraticsupervision. On the Construction and development of the new era of grassroots democracy,we analyze the construction of the outstanding problems of rural grassroots democracyZhangjiakou City have faced. The level of development is lagging behind and economicfoundation is weak to restrict the construction of rural democracy and the rule of law.Awareness of democratic rule of peasant masses is weak and democratic enthusiasm is nothigh to conduct to promote the construction of rural democracy and the rule of law. Legalsystem construction of rural grassroots democratic rule of law is not perfect, so it affects thesmooth development and construction of rural democracy and the rule of law fundamentally.As villagers Autonomy overall operation mechanism is not smooth and it lacks of effectivecoordination, construction and development of rural democracy and the rule of law are notsmooth. To some extent on the existence of the (home) family, the evil forces, bribery andother impediments, the democratic rights of the rural masses can not be fully protected. Thereasons are: Zhangjiakou City complex natural and geographical conditions are not conducive to mechanized farming; development and the level of economic development are laggingbehind. Low overall cultural quality of rural cadres can not meet the needs of ruraldevelopment in the information age; ideological and political education in rural areas do notget attention, and The level of spiritual civilization and urban gap is growing. Individualismand local protectionism still exists, hindering the development and construction of ruralgrassroots democratic rule. On this basis, we propose to improve and consolidate theconstruction of the new era of grassroots democracy and the rule of law measures inZhangjiakou City. Vigorously develop the rural economy to provide a solid materialfoundation for the construction of rural grassroots democratic rule of law; greater efforts tocultivate people’s awareness of democracy and the rule of law in rural areas to improve thedemocratic initiative; improve the legal system construction of rural grassroots democraticrule; further rationalize the villager autonomy overall operational mechanism to build aneffective coordination system. I hope to explore and resolve these to understand theconstruction of the new era of China’s rural grassroots democracy and to provide some usefulstrategies and reference to build a harmonious socialist new countryside.
