Corruption has been recognized as the stubborn chronic malaria in the process of socialdevelopment all over the world. For thousands of years after the rise of humancivilization,corruption has always been with us. For all the times, the sages in different countries havedifferent interpretations and views on how to govern the country and how to curb thecorruption, which guide people from different countries and different periods to practice theirpolitics, so as to find the final answer. From Platon’s “ideal country” in the Ancient Greece toMontesquieu’s “separation of powers”, from the Confucius “benevolence” in pre-Qin periodto Zhu Yuanzhang’s lament “to kill in themorning and spring in the sundown again”on thecorrupts. Unique historical dramas are played out in different countries, and made differentsocial governance modes.With the coming of the age of network, the governance of corruption has turnedout in anew way because of the extensive application of the internet. Today,“the scholar does notgo out”, they can not only “know everything”, but can also participate in democratic politicsby expressing their opinions and delivering their voices through the Internet. Specific to theaspects of social governance, anti-corruption through network emerges with times, and withits characters of shortcut, convenience, safe and anti-interference, it has an importantinfluence on optimizing China’s political ecology.The broad background of the informationage, the world’s largest internet users in ourcountry and the rising of citizenconsciousness,all make China different from other countries in anti-corruption throughnetwork, and bring fresh air in the governing of corruption. Under the guidance of our partyand the government, upper and lower linkage, officials and the public in dual-track, thearrogance of corruption are effectively attacked, the social atmosphere’s purified, andpromote the development of political civilization.This text consists of introduction, text and conclusion.Taking the introduction as a starting point, this text analyzed the harm of the corruptionof a society as well as the general punishments and preventive measures, the meaning of anti-corruption through internet, the research status at home and abroad together with theresearch methods and the innovations of this paper.The text contains four parts:The first part focus on the concepts of “corruption” and “anti-corruption throughnetwork” based the theories of domestic and foreign scholars, the causes of anti-corruptionthrough network, the history of anti-corruption after the founding of new China, thepossibilities and the historical reasons of anti-corruption through network in nowadays.Finally, safety and convenience, interactivity and openness, lively and spontaneous areintroduced as its three distinctive features.The second part analyzed the current situation of anti-corruption through network inchina. In terms of the successes and failures in Anti-corruption through network inrecentyears, the leadership of people, the freighting to corrupt officials and the strengthen of thenational power supervision system are analyzed as three positive points ofanti-corruptionthrough network. Furthermore, the text also point out three disadvantages of anti-corruptionthrough network, for example: the “discourse power” is difficult tocontrol, the positiveenergy and internet violence coexist, and the combat of privacy and the right to know, whichresult in the contradiction between individual interests and public interests, and the loopholesin network technology still exists, which allows us to treat the network with dialecticalthinking.The third part turns to foreign countries. It focuses on the analysis of “muckrakingmovement” in American history, the technology innovation in electronic government on theanticorrosion corruption of South Korea as well as the anti-corruption in Russia and India atthe same period of social transition. The text summarizes their successes and failures, gainsand losses, thereby providesa reference for the perfection of ourincorrupt government system.The fourth part is the summary of the prospect of anti-corruption through network, andproposes ways to improve this system considering our national conditions. Thatis: to improve the moral standards of the individuals; to improve the interactions between folknetwork and official media from the government, to lay a good opinion on anti-corruption“combination”, continue to promote the technological innovation of network; and pay attention to the construction of the “rigid” and “soft” system, so that the honest cadres andclean government, and the political probity can be formed.The conclusion part is the summary and sublimation of the whole text, not only clarifythe negative effects of corruption, but also illustrate the significanceof power with standardization and transparency to the society. Combined withthe social practice of the reform and development of current China, it emphasis on the activerole of anti-corruption through network plays in promoting the construction of politicalcivilization in China,, which is the inevitable choice to realize the dream of “power must beexercised under the sunshine and locked up in the cage of system”.
