In the national five-year plan of public service system, our government has put forward the public’s satisfaction degree is a way to judge government’s work performance, that is the satisfaction degree of public products service provided by government. The public’s satisfaction degree embodies in public products’investment scale by government, optimal allocation degree of public products and public products’ service cost offered by personnel. Thus, the public’s satisfaction degree to public products can directly reflect the current government’ functional orientation and performance, which is of extreme importance for the stability of politics, economy and society in the market economy. In the situation of the rapid economic development and the deepening concepts of modern western public administration in China, the issues of high-cost and low-efficiency of public products existing everywhere are caused by the service system and mechanism of our national’s public products, which results in the public’s low satisfaction degree.Based on the public products’high cost perspective, this paper considers theories of public economics and management as the guidance, taking the education service in Wenzhou as empirical case. Through the economic analysis of defect of public products, this paper finds the root contributing to the high-cost service of public products eventually and introduces the basic situation of Wenzhou education bringing the positive effect to the education career. Then this paper analyzes the high cost of Wenzhou education products and its reasons from the insufficiency of investment level of education products provided by government, high proportion of private investment in education products, education products’high-cost from staff-student ratio, analysis of Delphi method in education’s high-cost and international comparison of Wenzhou education products’high-cost respectively. Among the system and mechanism construction of controlling education products’high-cost, this paper proposes firstly reforming the government monopoly system of education products, introducing competitive mechanism, and forming the multi-service system of education products, secondly expanding education expenditure scale and more attention paid to the phenomenon of study at home, thirdly establishing the school group promoting regional education resources complementary to each other, last setting up hard restraint mechanism of education production.Due to the long existing problem of high-cost service of public products provided by government, the public’s satisfaction is low and the personnel happiness index as well, which hinders the optimal allocation of social public resources and harm the public welfare. The high-cost service of education products has become the most important topic among the public’s daily life. Therefore the issue caused by the government monopoly system is of no time to figure out. The author hopes that the research can be of some benefit to control the high-cost service problem of education products.
