Providing low-cost and high-quality public goods for the public as one of the main functions of Government, not only promoting the development of market economy, but also stabling social functions in Politics. For the public, efficient and low-cost public service can protect their own the most direct and real life,work,and learning life, making the Government get more political identity in the social public.In the case of continued social economic development and public management concepts deeply rooted, the high cost of the Government of public goods providing problems are more obvious, damage the vital interests of citizens seriously.The article focuses on researching the status which the costing of intangible public goods and services under Government monopoly. Currently, most of public goods costing studies focus on the tangible public goods costing, to some extent ignoring existence of a large number of intangible public goods which are the public policy and services and so on without non-entity existing. Due to the traditional planned economy system, China’s public goods and services are monopolized by the Government, In order to reduce the high cost of public goods because of the government monopoly, introducing the marketing competition mechanism to encourage the private sector and civil society to competitive supply the public goods which under the auspices of Government,and achieving some results. But unlike tangible public goods, the majority of intangible public goods are still in the monopoly supply by the government, this is the key reason for the high-cost of public goods providing.Environment is the basis for the survival and development of human, promoting harmonious development between man and nature is one of the primary tasks for Government. Firstly, analysis the reason which the high-cost of invisible public goods mechanism theoretically. Then introducing Hangzhou environmental protection, through the status and problems of Hangzhou environmental protection to analysis the reasons of high-cost is mainly on the high-cost of environmental policies, high investment, low efficiency and non-execution, to propose constructive and feasible suggestions. Finally, proposing short-term measures and long-term strategy to promote low-cost intangible public goods and services on the basic of HangZhou environmental protection, which is that establishing a hard constraint regulation of intangible public goods cost-performance evaluation system and introducing market competition mechanism to slowly establish a perfect intangible public goods management system, supplying high-quality and scientific public goods.Because of the Government’s own monopoly system, most of intangible public goods about national security and organizational management must be rely on the decision-making by Government, But through introducing gradually market competition to some intangible public goods supply, we believe the joining by the social power can promote low-cost supply of intangible public goods, and thus promote the low-cost of throughout public goods and services supply, to improve public welfare.
