Since Shanghai Public Security implemented the enforcement law, it has madegreat progress in guaranteeing the right of the public to know, to participate, toexpress, and to supervise. It provided convenience for public, and achievedenforcement law fair and clean. Specifically, the contents of the enforcement lawinformation is numerous and extensive, but the coordination between these publicauthorities is weak, the information is intangible, and the relationship between openand confidential information is not clear. The foundation of public enforcement lawinformation is weak, executive power is vulnerable, and there are errors and flaws inpractice. The online public service which was at high starting point, developed fastand started early. The number, efficiency and quality of internet service matters aretop-ranked nationwide.This essay intends to analyze concrete issues of how enforcement lawimplemented currently in Shanghai Public Security Bureau. Historical problems,tradition, the misunderstanding of public enforcement law, interaction value,complicated recognization, the lag of relevant theoretical research, the lack of legalsupport, inadequate evaluation, guidance, supervision, public coasts and ability topay are deep-seated reasons for public enforcement problems.Accordingly, the essay suggest to clarify the basic principles of publicenforcement law, mission objectives, framework mechanism, open concept andconfidential relationship of the Shanghai Public Security practice. In order toimprove initiatives of public enforcement law, Shanghai Public Security Bureau should found a full-time public sector, set up systems to release information of howto deal with breaking cases, set up security analysis system and establishprofessional information platform, expand new police interaction channel. Thesemeasures should be supported by sound scientific evaluation standards, supervisoryaccountability system, finance and human security system. By all means, Shanghaipublic enforcement law will have a leaping progress and sustainable development.
