Research Of Policy Agenda-Setting According To The Deliberative Democracy Theory

In day-age theory of public policy anaylsis, the public policy problem which is the logical beginning of policy procedure decides which are the govermental targets in future. It is also decides whether the policy problems are public-ness, democratic and rational. However, there still is the "black box" or "funnel" in the process of constructing public policy problem. It is the public policy agenda. Public policy agenda is the key link from contructing of policy problem to public policy formulation. Although it is so "slender" in the hole procedure of public policy and is easily ignored by scholars, it is very important segment. At present, the deliberative democracy theory provide a new thinking for the process of democratic and political construction in the world. Chinese scholars have gained some researching achievements of the deliberative democracy theory and its application in others fields over the past decade. In the field of pubic policy, policy agenda-setting is very important segment. There is great consistence between the mechanism of policy agenda-setting and the philosophy and institutional designing of deliberative democracy. In the same time, the rapid location of deliberative democracy theory, the diversify of researching angels and rapid development of democratic consultation provide a valuable chance to the change of decision-making style and reconstruction of policy agenda-setting pattern. So the article choose the deliberative democracy theory as the researching foundation of policy agenda-setting. After systemic explain the deliberative democracy theory, the article deeply analyses the problems of our country’s public policy agenda-setting pattern, and expound the consistence in value and institutional dimension. Finally, the article give some advices to improve the public policy agenda-setting.
