This article provides lot of studies to bid evaluation methods both in domestic and abroad. The main bid evaluation methods include Expert Marking Method, the evaluated lowest competitive price method, value engineering method, expert conference assessment method, multi objective fuzzy decision-making evaluation method, etc. The most applicable method is the Expert Marking Method. The research discovered that all the methods including the Expert Marking Method are basically using the established indicators and weight system for appraisal. But the weight determination mostly uses the expert experience empower method. The Analytic Hierarchy Process of weighting coefficient determination is also adopted. Use the Analytic Hierarchy Method to determine the weight seems objective, but the important description of the both sides of the two against each other on each assess element is still the subjective assumption of the experts. But in reality it is subjective empowerment method.The bid evaluation process by subjective empowerment method has stronger authority and emotion influence, too free and random. The most important thing is that it can’t reflect the value orientation of the employer. The purpose of bid evaluation is to choose the most outstanding tenderer whose real meaning in the engineering construction domain is "the appropriate tenderer". The premise to select the "appropriate tenderer" is to determine the correct value orientation; Simultaneously it must guarantee a smooth progress of the engineering construction. This requires modification to the traditional evaluation method and to conduct deeper research to the empowerment method and the evaluation links.This article, based on realistic requirements, proposes the bid evaluation method of identification of individual inferiority situation. This method is extended on the individual superiority recognition and perfect the Expert Marking Method. This method is established on the existing indicator system which mainly consists links:On the basis of all the participating evaluator’s indication performance to objective and dynamic determine the weight of each indicator through whole hypercritical process to realize the ranking by target value orientations. The lowest individual is removed by hypercritics. The analysis shows the method in this article can reduce the engineering contract implementation risk of the awarded tenderer.This article is organized by theory, methods and application structure.
