Research On China’s Supportive Policy Of Social Organization

Social development is the most significant sign of advancement of the country, also social organization’s quantity and quality is one of important criteria to measure development, and social organization is an important form of helping citizen self-management and assisting government to manage community. Three decades of reforming and opening up, China’s market economy, directly contributing to the rapid development of social development, but due to the lack of a low level of social maturity and grade of social organization’s regimentation, so in the progress of social organization emerged that unstable status, low quality systematization. In recent years, our government realized that the importance of development of social organization toward economic growth and social progress. Our government issued a series of policies to support social organizations, and it promotes the number of social organization, diversify the type, increasing the transparency and gradually attention. But, at the same time, these policies exposed some problem, such as singleness of policy maker, tininess of policy content, classification is not explicit etc. This thesis attempts to study on the perspective of policy content, from this angle, the thesis would research on the status supportive policies on social organization, and draw lessons from foreign experience, provide constructive advice to improve the policy of social organization. First,the thesis would combing the process of the China’s social organization, and then analyze the current supportive policies of social organization, and identify the problem of existing policy, then the underlying causes of these problems; secondly, through the study on foreign policy experience, and depict the way foreign government management and policy made; finally, after a simple comparison domestic and foreign situation, put forward5suggestions, such as strengthening policy coordination, strengthen innovation and improve the policy content, clear policy objects, and promoting legislation for social organizations, exploring the use of variety of policy tools. Overall, the thesis uses the policy content analysis theory, analyze existence problem of social organization from policy content objects, diversity, analysis tools etc, put forward constructive suggestion on how to improve the policy.
