The Study On Process Optimization Of The Administrative Examination And Approval In Local Government

Process reengineering, known as an enterprises revolution, originated in the enterprise management. Since1990’s, many governments have introduced this theory to reengineer the government management pattern. Based on studying the theories and practices of process reengineering both at home and abroad, the article analyses the present situation and problems of process optimization of local government. The main contents of the study are as follows:The first chapter:Introduction. This part introduces research background,and the theory of business process reengineering is analyzed systematically.Process optimization of The administrative examination and approval and working methods are defined.The theoretical basis of this study is elarified.The second chapter:The background and history of the administrative examination and approval system reform. After the reform,the items significantly reduced, the efficiency is increased,the work is more standardization and legalization,the optimization ideas have been preliminary identification.The third chapter:The problems of local government administrative approval process optimization and its reasons. The study found that the existing issues under current administration of local government approval process are low efficiency overall, process closed to the outside, low transparency and weak link in the supervision process, which are mainly caused by the traditional administrative system constraints, limitations of past reforms, imperfect legal system, network management system and other reasons.The forth chapter:Countermeasures and suggestions to solve these problems.We propose to diagnose and optimize existing processes in accordance with the ESIA law, while pursuing administrative permit reform process optimization, improve information technology to optimize online administrative permit process, establish and improve the administrative permit process monitoring and evaluation mechanisms and other measures to be deal with.The fifth chapter:Case analysis.In this paper, Guangzhou City is a case studied in the field of foreign trade, regarding of local government administrative permit process optimization practices, and strive to combine theory and practice.
