The Research Of The Reengineering Of Administrative Approval Process Of Local Government

"Accelerating the reform of administrative management and building a service-oriented government" is an important part of the socialist democratic political construction. The reform of administrative approval system is the starting point and the goal of the reform of administrative management and the inherent requirements to build a pragmatic, efficient, fair, honest service-oriented government. Therefore, the research of the reform of administrative approval system plays a quite significant role.Business Process Reengineering Theory and Government Process Reengineering Theory it involved provide a new perspective for the study of administrative approval system. Scholars believe that the government process reengineering includes three aspects:service-oriented object reengineering, technical support process reengineering and management reengineering. Taking Ningbo as a specific case for this study and analyzing the historical context of administrative examination and approval system reform in Ningbo, the author found its dilemma. Service-oriented object reengineering faces too broad approval that blocked economic development, multiple approval and buck-passing, time-consuming and poor awareness of staff in service; while technical support process reengineering faces technological backwardness and management reengineering process faces the problem of fatigue management process and corruption.Ningbo, with the correct positioning of the relationship between the government and the market, has launched the administrative approval system reform for over10years. From the specific path of reform visits, service-oriented reengineering object path includes inform-in-advance commitment, physical and virtual one-stop service, a single administrative approval standardized construction, industry standardization of joint approval criteria,"6+1","9+X" basic standard construction joint approval of capital construction projects, major project approval agency manager system and so on; technical support reengineering path includes building of online government affair hall; and management process reengineering path includes service objects appraisal system that based on e-government and administrative service objects and fine-site management.By analyzing the specific path of Ningbo, the author found the reform of administrative approval process reengineering can streamline the approval process and satisfaction of administrative approval system reform is relatively high. Drawing from the experience of Ningbo, the new directions of the reform of local government administrative approval process reengineering could be concluded as following:to innovate administrative approval culture, construct platform and mechanisms both below and above the government sectors, improve IT support level of administrative approval system, promote the internalization of administrative approval, and optimize administrative approval regulatory system.
