The implementation of Super-Ministry System Reform has achieved some success over the years.However,from the operational aspect of the new structure,there still exist many problems.This was primarily due to too much emphasis have been put on reductions of the number of institutions,leaders and establishments of the civil service,which is still confined to the aspect of organizational structure adjustment rather than "structure-function",so it fails to achieve a reasonable integration between organizational structure and transformation of governmental functions.The Harbin Development and Reform Commission(HDRC for short as follow)proposed the standardization of administrative offices under the background of Super-Office System Reform at the end of 2015.As an important technology and method to push the administrative system reforms and improve the quality of public service,the standardization of administrative offices plays an increasingly important role in the field of public management and gradually becomes the focus of researches on the public management.At present,there are few systematic and in-depth studies on the standardization of public sphere.Most of them focus on the standardization of administrative services,which fails to pay enough attention to the standardization of administrative organizations.The standardization of organizations is necessary for deepening the administrative system reforms and the key point to solve the administrative problems such as inaction,tardiness and arbitrariness.Therefore,the proposition of standardization of administrative offices is of importance and practical significance.Taking the basis of standardization of administrative offices as the core and based on the standardization practices of administrative offices of HDRC,this paper adopts the method of empirical analysis and theoretical analysis comprehensively to define the standardization of administrative offices from the perspective of the rationality of Super-Office System Reform.Besides,the elements,boundary and construction system of standardizing offices also have been discussed.This research puts forward and proves the realization of the standardizing offices: business process-process standardization-standardization information-information integration.At the same time,the paperanalyzes the deep contradictions and problems in the practice of standardizing offices by taking the case of HDRC as an example,establishes the mathematical model to discuss the rationality of Super-Office System Reform and the office boundaries from the perspectives of "structure-function","transaction cost" and "responsibility-rightbenefit",and proposes the concept and main responsibilities of the "administrative engineer".Finally,this research puts forward the specific proposals for the further promotion of standardizing offices and provides beneficial references for the local governance practices on the basis of the experience and research achievements from the standardization of administrative offices of HDRC.
