Research On Anti-terrorism Cooperation Between China And Central Asian Countries

Since the end of the cold war,there are many problems in the newly independent central Asian countries because of their domestic political,economic and social problems.Terrorism takes advantage of this opportunity to take root in this "fertile land" and integrate with international terrorist organizations,showing the characteristics of diversification,internationalization and networking of attacks.It has become one of the important factors of social stability in Central Asia.The Central Asian Region is adjacent to Northwest China.It borders Afghanistan and Iran in the south.It borders Azerbaijan on the West and Russia on the north.It is an important geopolitical link in the international strategic layout.Because of the great connection between the Central Asia and the geography,religion,nationality and culture in the northwest border area,the characteristics of terrorism in Central Asia are basically the same as those in China.The terrorist forces in Central Asia take advantage of this geographical advantage and take Central Asia as a springboard to create terrorist cases not only in Xinjiang,but also in the mainland of China,which poses a great threat to China's national security and social stability.In recent years,especially the "9·11" after the incident,China attaches great importance to counter-terrorism work,in the promotion of China,Russia,Kazakhstan,Kyrgyzstan,Uzbekistan and Tajikistan to set up a security cooperation as the primary task of the Shanghai Cooperation Organization.China has vigorously promoted the regional anti-terrorism cooperation under the framework of the Shanghai Cooperation Organization and the Asia-Info Conference,and has actively participated in bilateral counter-terrorism cooperation among countries.The Shanghai Cooperation Organization signed a series of legal documents in the 17 years' development process,and formed a five level conference decision-making mechanism.Based on the regional counterterrorism agencies,it established a framework for anti-terrorism cooperation in defense,justice and law enforcement.In cooperation with Central Asian countries Chinese terrorism as a research perspective and the basic framework,analyzes Chinese and Central Asian countries at this stage of the anti-terrorism situation,according to the characteristics of this region of terrorist organizations and terrorists and summarizes the situation and characteristics of China terrorism in Central Asia.Specific introduction to anti-terrorism exercises,personnel training,information exchange,joint law enforcement and criminal justice cooperation joint security and counter-terrorism cooperation content,summed up the Chinese and Central Asian countries in combating terrorism and safeguarding regional security,counter-terrorism and enhance their ability to promote mutual trust in areas such as the results achieved.Then we will comprehensively analyze the problems that are not conducive to the cooperation between China and the United States,and the impact of the US and its neighboring countries and organizations on the anti-terrorism cooperation between China and the Central Asian countries.Finally,through the analysis of the existing problems,the relevant countermeasures and suggestions are summarized.
