With the flood of new-type drugs, the number of the drug addicts has been increasingly in China, which is severe and has negative impact on social peace and happiness. Hainan province is with small population, whereas it is the disaster area of drugs. While the knowledge of judicial and administrative police who are occupied in drugs rehabilitation is lower than the whole national level. In order to do a good job at drugs rehabilitation under the new situation, improve the educational level of abstinence, guaranty the place for security and stability and promote the harmonious development of society. It is necessary to build a professional police team with loyalty and reliability, who has to execute the law for people, to be practical and progressive, and fair and honest.By reference to incentive theory and the related literature at home and abroad, this paper research team incentive mechanism, the XX rehab police XX rehab functions were reviewed, the structure of the human resources and the current incentive mechanism. And through the questionnaire investigation about the present situation of XX rehab incentives, to XX rehab and personnel system, salary and allowance, evaluation and rewards and punishment, education and training, preferential treatment from police incentive status is analyzed by the results of the survey, summed up the XX rehab existence culture motivation were not high enough, decision-making democratization, positive and negative incentive implementation does not reach the designated position, less training opportunities and the effect is not obvious, the promotion of long-term planning is not standard, the imperfection of the performance appraisal system, the social position of the police, not higher in seven aspects. According to the hierarchy of needs theory, two-factor theory and reinforcement theory knowledge, combined with XX rehab police job satisfaction questionnaire revealed by police to stimulate demand, aiming at the shortcomings of the existed, from increasing police’s social status, defined job responsibility, refining the play a role of performance evaluation incentive, broaden the promotion space, improve training scope and effect, and the innovation incentives, make perfect the disciplinary procedures of the system improvement design, and put forwards the suggestion of incentive mechanism implementation, in order to promote the XX rehab of police team management institutionalized, standardized, scientific, professional, stimulate the police work enthusiasm, improve work efficiency, achieving police personal value, guarantees the realization of organizational goals.
