Research On The Incentive Mechanism Of The Civilian Police In Drug Treatment Centres

In recent years,new types of drugs have emerged in endlessly,the total number of drug addicts in our country is also rising,the drug crisis is imminent,which has seriously affected the harmony and stability of the country and society.Hainan Province has a small population,but drug abuse is serious,and the number of drug addiction police who are indispensable to drug treatment is far from enough.Only by cultivating a professional judicial police team that is fair,just,down-to-earth,enterprising,serving the people,reliable and loyal,can drug rehabilitation work be carried out orderly and steadily,the role of education be strengthened,and the social stability and tranquility as well as the happy life of the broad masses of the people be guaranteed.Based on domestic and foreign literature and theory,this paper analyses the incentive mechanism adopted by drug rehabilitation institutes in X Province,and discusses and evaluates the incentive mechanism,Department composition and responsibilities they currently use.At the same time,the general situation of the incentive mechanism was investigated by means of questionnaire,and the results of the investigation were compared and analyzed from the incentive situation,training and education,punishment and reward,assessment,subsidy and salary,personnel system of the preferential policemen.Finally,seven aspects of the insufficiency of the incentive mechanism were obtained,including the low social status of the policemen and the performance test.Lack of nuclear mechanism,lack of promotion and selection planning,poor training effect and inadequate strength,low recognition of cultural incentives,etc.Combining the theoretical basis of reinforcement theory,two-factor theory and hierarchical theory,and according to the opinions and suggestions of the policemen on incentives revealed in the questionnaire survey,the shortcomings are exposed from optimizing reward and punishment mechanism,innovating incentive means,improving the effect of training and education,increasing promotion space,strengthening the role of performance appraisal and clarifying.Improve and optimize the position responsibility and other levels,and give the corresponding incentive mechanism construction program,hoping to make its police team more professional,rationalized,standardized and institutionalized,so that the people's police engaged in drug rehabilitation work can be more proactive,improve efficiency,and ensure that every drug addiction police.The greatest degree of value is achieved,so as to achieve the overall goal of the team.
