Since the Third Plenary Session of the Eleventh Central Committee,a series of lows and stipulations have been promulgated,such as The People 's Republic of China Police Laws,China People's Police Rewards and Punishments Regulations,The Framework Views on Several Major Issues Concerning Police Deepening Reform,The Management of Public Security Organs,these disciplining standards promote the improvement of our country's police systems incentive mechanism.However,with the continuous development of society and ever-deepening reform,the public security organ will also face many new ordeals,such as the force equipment upgranding sluggish;police have heavy pressure from work and highly security risk;laws and regulations are imperfect,the bad guidance of public opinion and poor welfare,all of them effect police work so much.In fact,a series of effective incentive mechanisms is necessary for building a limited-numbers team with fiercely fighting capacity.This can not only improve fighting crimes efficiency but also enhance service level,which makes great promoting effect to whole public security for setting up activities.Regimental police is a special team in Public Security,they not only assume anti-terrorism or antiriot,deal emergencies which are extremely dangerous,but also patrol states as daily work.Nowadays society facing more an more security problems,the terrorism incidents at home and aboard arises frequently,the crime methods also become complicated.Anti-terrorism is a difficult task to deal.Moreover,at present,regimental police team meets some trouble in daily training,personnel recruitment and inner management.For exercising responsibly,we must build team construction better.There are more than 700 enlisted police in Wuhan Public Security Bureau Swat Team,which are in the forefront of the country.The general level of education in team numbers is not high,and the treatment of regimental police is unfear.These conditions have affected the enthusiasm and initiative of regimental police,also,these phenomenons have impeded the development of work.Therefore,it is particularly important to strengthen the construction of regimental police team scientifically and effectively.In order to fully mobilize the initiative and creativity of the team,develop the police force,it is necessary to establish a sound incentive mechanism for the regimental police.In term of research methods,this paper combines literature overview with solid evidence.In this paper,the economic analysis method referred to in Public Policy is used to carry out research on regimental police incentive mechanism at macro level with the theory of human nature supposition,the theory of demand and the social equity theory.This paper starts from regimental police actual demands and carries out research on incentives with improvement.It takes Wuhan Public Security Bureau Swat Team for example,summarizes the pervious studies,carries out field research on its incentive mechanism through interviews and questionnaire,and further develops a set of available and effective incentive mechanism aiming at such problems existing in it at present as difference in treatment between new and old team numbers unreasonable salary treatment,too great will of leaders.
