Since the20th century, the continuous development of science and technology,influence and change the government’s management philosophy and service. Theemergence and development of information technology make it possible for thegovernment decentralization return to the society management. Thus, the value and thefunction of the community increasingly highlight in the process of modernization, andthe management and service of community become particularly importance. Theconstruction and development of China electronic community by means of informationtechnology, with the concept of cooperative governance, and the communitymanagement and service as a starting point, relate to beneficial to the people’slivelihood and social harmony, and attract the attention of all levels of government,experts and community residents.After entering in twenty-first Century, China from central to local government hasissued a number of policies. Driven by these policies, everywhere has started theconstruction of the electronic community like a raging fire. After more than ten years’development, the construction of electronic communities in Hangzhou, Beijing andGuangzhou is at the forefront of the country. They have taken different modes ofelectronic community construction, accumulated different successful experience andhad different problems. Therefore, this paper compares the characteristics, experienceand problems of three kinds of modes, and put forward their own solution on the basisof learning the experience of each other, In order to help the construction of electroniccommunity of Hangzhou, Beijing and Guangzhou.In addition to the introduction, this paper consists of five parts.The first part explains the basic concepts of electronic community constructionmodes. The author identifies four concepts of community, electronic community,electronic community construction and electronic community development models. Atthe same time, the author makes a comparison and analysis of these two easily confusedconcepts of electronic community and community informatization, and considers that the electronic community in a broad sense refers to the community informatization.The second part compares the characteristics of the construction of electroniccommunity of Hangzhou, Beijing and Guangzhou. The overall characteristics ofHangzhou City’s electronic community construction model are the communityspontaneous, enterprises to participate, government to support. The construction ofBeijing City’s electronic community carry out the mode of the government’s unifiedplanning, unified construction from top to bottom. The electronic communityconstruction in Guangzhou city showed characteristics of the government planning,financial investment, and public privatization.The third part compares the successful experience of Hangzhou, Beijing andGuangzhou in the electronic community construction from three aspects of the mainbody to participate in the construction, the characteristics of websites construction,service delivered by the platform. At the same time, we can see that the experience isclosely related to characteristics of each construction mode.The fourth part compares the problems in Hangzhou, Beijing and Guangzhou’selectronic community construction modes from the three aspects of the participationsubject, website construction and service delivery.The fifth part puts forward the corresponding solving strategies meeting theproblem ofHangzhou, Beijing and Guangzhou community construction models on the basis oflearning the experience of each other.
