In practice, there are various modes of community governance that have been efficient. This paper attempts to figure out that what the factors are that different modes of community governance are based on and that how these factors affect the modes. Using two dimensions-the degree of government intervening into the community and the degree of residents’ participation, this paper establishes a frame to distinguish different modes of community governance, which is the paper’s dependent variable. And the former dimension is also the exogenous variable, which also influences the later dimension. As for the independent variables, this paper hypothesizes 7 of them, named social capital of community, governance capacity of organizations within communities, the number of residents’ groups, citizenization, positive functions of community elites, negative functions of community elites, and positive functions of volunteers. Furthermore, based on the 7 independent variables, 12 hypotheses are proposed and tested. Data from 214 communities verify 5 hypotheses, which means that social capital of community, governance capacity of organizations, citizenization and positive functions of community elites have positive impacts on the level of residents’ participation. On the contrary, the negative functions of community elites also have positive influences on the level of residents’ participation, rather than the negative influence as hypothesized.
